This dog came out of its yard and lunged at rre severai times. It only retreated
afer I had walked a few houses away fram the dog's home. It returned to its yard. E was very fortunate. My rain
coat was punctured in several places and tarn in the bacK. He only bit me once. But he was definitely vicious
and off leash. ! ended up in ihe hospi#al emergency room, but I don't believe 1 ssiained any permanerst injuries.
[magine my dismay ater I caflec[ the Roseville Police. The homeowners were allowed to keep the dog in their
home, in my neighborhood. They merely needed to "quarantine" i for ten days, because noone had eer filed a
police report abouf ihis dog. I later learned tha the dag had threatened several °runners" or "walkrs" trying to
get by this hous. The son of the owner alsa told me thai the dog bit a runner before, but because she had not
reported it to the polic, it was like it never happened. They have a fenced in yard......the dag gt out.
The dog awner was issued two cita#ions: One was for haing a"Vicious Animal" and ote for havirg a"C}og Off
Leash." She recenfly p[eac! guilty to both of these counts. She got a$160 fine and has to pay my medical
bills. She also fegally gets to keep the dog. My cancern is nat redessarily about recouping my medical bills. I
want vicious anirnals to te dealt with more seriously in Raseuiile. An animal like this shouldr't be aliowed to stay
in our City. It shouldn't be allowed o stay in ANY city. What if this animal had attacked a child in a stroller? They
may nat have been so fortuate as I was.
I hope you will cons€der this case when yau reevalaate the situation in Rosevifle regarding animals. i would loe
to present this to the council, and wi[E at the meeting tonight, March 21, if I am abie to get off work by the time it is
presented. Otherwise, please consider these facts as I have stated.
Respec#fully submitted,
Mary Beth Hess
651-4$8-8490
3/21/20fl5
