EXTRACT OF MINUTES OF MEETING <br />OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br />� � � � � � � � � * � � � � � * � <br />Pursuant to due call and notice thereof, a regular meeting of the City Council o f the City <br />of Roseville, County of Ramsey, Minnesota was duly held on the 1� tl� day of April, <br />2005, at6:0�p.m. <br />The following members were present: <br />and the following were absent: none. <br />Member introduced the following resolution and moved its adoption: <br />RESOLUTION No. <br />RESOLUTION TO PARTICIPATE IN THE <br />COUNTYWIDE EMERGENCY OPERATIONS PLAN <br />WHEREAS, Chapter 12 of Minnesota Statutes and the Robert '1'. Stafford Act, and the <br />Superfund Amendments and Reauthorization Act of 1986 require all counties and incorporated <br />municipalities to develop and adopt plans for preparing for, responding to, recovering from, and <br />mitigating the effects of emergencies and disasters; and <br />WHEREAS, such plans are required to address all hazards and must meet no fewer than 64 <br />specific planning items; and <br />WHEREAS, such plans must be well integrated and coordinated to account for the fact that <br />emergencies in one jurisdiction impact on other nearby jurisdictions; and <br />WHEREAS, the plan must include an implementation and maintenance process including plan <br />updates, integration of the plan into other planning documents and how the County will activate <br />and coordinate activities with the affected jurisdictions; and <br />WHEREAS, Ramsey County Division of Emergency Management and Homeland Security has <br />indicated its willingness to coordinate these efforts should the municipality so desire; and <br />WHEREAS, the plan will be shared with all municipalities, the County Board of Con�missioners <br />and the State of Minnesota Department of Public Safety, Division of Homeland Security and <br />Emergency Management for coordination; and <br />WHEREAS, the above reasons make it desirable for the county to utilize common planning and <br />response elements designed to integrate our emergency preparedness, response, recoveiy, and <br />mitigation efforts; and <br />
