As a part �f�this plat, Target Corporation will be constructing public improvements, <br />including construction of stonn sewer, watez-nnaiiZ relocation, and street construction. The developer has <br />hired Westwood Professional Services to design the improvements. The City will work with their <br />Engineer during construction to ensure the improvements are installed according to the approved plans <br />and City specifications. These impravemen�s, once constructed, will be turned over to the City and <br />Ramsey County. <br />The Council considered a Development Contract for these improvements at their March 28, 2005 <br />meeting. Questions were raised as to Target Corporation's level of participation in the reconstruction of <br />a part of East Snelling Service Drive that staff had requested Target Corporation consider reconstructing <br />as a part of their project. Staff has since met with Target officials and discussed a greater participation in <br />the reconstruction of the Service Drive. They have agreed to increase their level of participation from <br />25% to 56.5% of the cost of reconstruction of the roadway adjacent their west property line. <br />A question was also raised as to the need for public streets as a part of this development. Prior to the <br />approved concept plan, Target had presented a concept to the City Council that would have eliminated <br />additional public streets. They were working jointly with Wellington Management on a plan that would <br />have included some redevelopment oz� both parties property. This concept did not address the potential <br />landlocking of a parcel at the NE comer of Snelling and Co.Rd. B. This concept was later withdrawn by <br />Target Corporation. With the approved concept it is necessary to have a connected Service Drive to <br />prevent the landlocking of existing properties and businesses. <br />Policy objectives: In order to facilitate this transition and ensure that the improvements are built to City <br />standards, we have drafted a Development Contract that lays out all the responsibilities involved with this <br />proj ect. Upon completion of the proj ect, the developer's engineer inust provide the City with As-builtplans. <br />They must also provide to the City Engineer a letter certifying that the improvements were constructed <br />according to approved plans and specifications, and request that the City accept the improvements. Once <br />the City Council accepts the improvements, the two-year warranty period starts. <br />Financial implications: The public improvements include the reconstruction and relocation of a <br />portion of the S�lelling Avenue Frontage Road running along the westerly property line of the Target <br />Parcel. This road was built in the early 1950s and is in poor condition. Since Target was already <br />reconstructing a portion of this street, it is our recommendation that they reconstruct of the entire <br />segment of frontage road adjacent to their property. Target has agreed to pay for 56.5% of this <br />reconstruction cost. The remaining 43.5% will be the City's responsibility. The engineer's estimate for <br />
