City Council Regular Meeting — 03/28/05 <br />DRAFT Minutes - Page 14 <br />Commissions had it within their bylaws to appoint a <br />Chairperson on an annual basis; and such repeal would <br />clean up space in the ordinance book. <br />City Attorney Squires recommended that the City Council <br />continue with ordinance language in code to allow them <br />continuing control. <br />City Manager Beets noted that this action would become <br />effective in 2006, as the City Council had previously <br />appointed Mr. Traynor for the 2005 Chairperson term on <br />the Planning Commission. <br />Roll Call <br />Ayes: Schroeder, Ihlan, Kough and Maschka. <br />Nays: None. <br />5. Presentation of Recycling Study Presentation of <br />As previously noted, City Council consensus was to delay Recycling Study <br />presentation of this item until further information and final <br />results have been compiled. <br />7. Super Target <br />7.a Consider Public Improvements Contract <br />Public Works Director Duane Schwartz and City Engineer <br />Deb Bloom reviewed the background of the Roseville <br />Business Park Final Plat and request for approval of the <br />Subdivision and Public Improvement Contract (PF #3591). <br />Ms. Bloom provided several aerial and schematic maps <br />outlining and highlighting events taking place with the <br />demolition and reconstruction of the Target facility. Ms. <br />Bloom reviewed various components of the project, <br />including reorientation of the various buildings and <br />accesses; street reconstruction scenarios; pedestrian safety <br />improvements including signal modifications, turn lane <br />reconfigurations and phasing; and additional capacities for <br />Super Target <br />Consider Public <br />Improvements <br />Contract <br />
