REQUEST FOR COUNGI <br />Date: 4111105 <br />Item No.: 4J'71 <br />Department Approval: � � N1ar�agerAl�l��w�l�� � Agenda Section: Consent <br />Item Description: � ��� <br />RESOLUTION TO ADOPT THE RAMSEY COUNTY EMERGENCY QEPRATIONS PLAN (EOP) <br />BACKGROUND <br />The State of Minnesota requires each county and local jurisdiction to maintain an Emergency <br />Operations Plan (EOP), that conforms to both federal and state Homeland Security/Emergency <br />Management requirements. These Emergency Operations Plans describe the Standard <br />Operating Procedures (SOP) the jurisdiction will follow in response to an emergency event. The <br />City of Roseville maintains an EOP that follows the Incident Command System and is in <br />conformance with the National Incident Management System (NIMS)IMinnesota Incident <br />Management System (MIMS). The city EOP is updated annually by city emergency management <br />staff. <br />The Ramsey County Division of Emergency Management and Homeland Security, working in <br />conjunction with the Emergency Management Directors of the municipalities in Ramsey County, <br />has developed a County-wide Emergency Operations Plan. The plan was approved by the State <br />of Minnesota Division of Homeland SecuritylEmergency Management on 03102105. This plan <br />identifies departments and individuals within the county government and the individual <br />municipalities directly responsible for emergency response and critical support services, and <br />provides a management structure for coordinating and deploying essential resources. The <br />Ramsey County EOP was designed to work in tandem with the Ramsey County All-Hazards <br />Mitigation Plan- the EOP applies to city and county response to disasters and homeland security <br />incidents, while the Mitigation Plan provides direction for pre- and post-disaster emergency <br />responses. <br />This Ramsey County EOP contains our process for managing major emergencies that threaten <br />the health, safety, property and resources of the communities within the county. The plan also <br />provides information on how the county will manage major emergencies that threaten county and <br />municipal functions, services and operations. The plan outlines the strategic efforts undertaken <br />by each of the municipalities who adopt the plan. It is intended to be a countywide document that <br />will provide cohesive, coordinated and cooperative interoperability among and between the <br />municipal governments and the county. <br />The City of Roseville emergency management staff will annually update city-specific Standard <br />Operating Procedures (SOP) in the EOP. Nothing in the EOP alters or impedes the ability to <br />carry out the existing authorities of the municipalities and County governmental agencies to <br />perform their incident management responsibilities under law. <br />A copy of the Ramsey County EOP is not inciuded in the council information packet. A copy of <br />the plan is kept by emergency management staff. NOTICE: The Emergency Support Functions. <br />Support, and Functional Annexes of the Plan contain information relevant to protecting the public <br />safety. Under the "Federal Information Security Management Act of 2002" (Title X, Section 1001, <br />of Subchapter I1 of Chapter 35 of title 44, United States Code), this information is protected and <br />privilaged. Duplication is strictly prohibited and knowingly distributing this information to persons <br />other than those involved in the protection of the public safety (see HSPD-8) is a violation of law. <br />
