Mayor and Members of Council, <br />RE: Application for Tax Increment Financing <br />Twin Lakes <br />Attached please find the application of the Rottlund Company for tax increment financing <br />assistance (TIF) associated with the redevelopment of the first phase of Twin Lakes — an <br />80 acre tract of land bounded by Cleveland Avenue on the west, County Road C on the <br />south, Fairview Avenue on the east and Langton Lakes and an existing residential <br />neighbourhood to the north. This application requests assistance in both the form of <br />normal and customary TIF assistance and the establishment of a hazardous substance <br />sub-district. It is recognized that additional information may be required by the City as <br />this application is processed. <br />We firmly believe that this application positively addresses the goals and objectives <br />established by the City of Roseville for the redevelopment of Twin Lakes and for the use <br />of TIF as a redevelopment tool. We are of the opinion "but �or" TIF and the <br />establishment of a hazardous substance sub-district the redevelopment of Twin Lakes <br />would not take place. We will defer to the City as to what steps are necessary to advance <br />the consideration of our application. It is recognized that the nature of this request will <br />necessitate the establishment of a TIF district to the maximum duration permit by law. <br />We have based th�s application on the considerable amount of background analysis, <br />financial and otherwise, that has been prepared by our consultants (Shenehon Company), <br />reviewed by the City and its advisors (Krass Monroe) and considered by Council on <br />several occasions over the past number of months. <br />You will note that this application is submitted in the name of the Rottlund Company. It <br />is our intention to substitute this corporate entity with the name of a partnership to be <br />formed.
