Introduction <br />In February 1997, the City of Roseville adopted a revised Tax IncrementFinancing (TIF) Policy. This <br />policy requires a detailed application from each applicant seeking to use tax increment financing as <br />a portion of their project financing. Before applying for such assistance, applicants are urged to <br />thoroughly review the TIF policy to determine whether the proposed project meets the criteria and <br />timing. This application form requires detailed information as set forth in the TIF policy. <br />It is the City's policy to encourage and enhance individual choice in job� and in housing to fit our <br />citizens needs; to encourage and enhance economically strong stablej ob producing commercial and <br />industrial projects wztk��n the city which will create employr�ent opportunities; to provide housiz�g <br />affordable to our residents; to provide life cycle housing opportunities; to provide for pollution <br />abatement and soil correction; to protect and enhance natural resources; and to protect individual and <br />community property values by redeveloping blighted buildings, land and public infrastructure. The <br />City will use tax increment financing investments as an incentive to accomplish this policy. The City <br />will be proactive in forming government collaborations and leverage private investments in areas or <br />sites where a proj ect would not otherwise be financially feasible. <br />The developer shall demonstrate that the project as proposed cannot be built without the use of a <br />public investment incentive. <br />Assistance to promote community development obj ectives shall typically he in the form of pay-as-you- <br />go tax increment financing. Each proj ect will he evaluated on a case by case basis. <br />2. Eli�ible TIF Uses (as per Roseville Tax Increment Policy - section 1.K,) <br />A. Replacement or cleanup of contaminated soils which would preclude development (as defined <br />by the Minnesota Pollution Control Agency). <br />B. Reclamation of existing urban area unbuildable soils. <br />
