Department Approval: <br />, <br />�� <br />REQUEST FOR COUNCIL ACTION <br />Manager Reviewed: <br />.��� <br />DATE: 412S/05 <br />ITE� NO.: 3.h <br />Agenda Section: <br />Item Description: Resolution approving Agency Agreements Authorizing Delegated Contract <br />Process for Federal Aid Projects. <br />Background: The County Road B-2 Pathway Project, will be funded, in part, by a Federal <br />transportation grant. In an effort to streamline this process, ��/DO`�' uses the Delegated Contract <br />Process (DCP), that allows local agencies to let and administerconstructioncontracts for Federal Aid <br />projects. Through the Delegated Contract Process, IV��/DOT acts as the City's agent to accept <br />federal funds for the City. The City advertises for bids, administers the contract and any <br />supplemental agreements, and processes payments. The attached Agency Agreement outlines the <br />responsibilities of the City and State for the Delegated Contract Process. <br />Financial Implications: Federal aid is a reimbursement program. Federal funds cannot be released <br />until after an expense has been incurred. Under the DCP, local agencies need to make partial <br />payments to the contractor. IV�z�lT.70�' then reimburses such expenditureswith federal funds. This is <br />very similar to the process that we use for State Aid Projects. <br />RECOMMENDED COUNCIL ACTION: <br />Adoption of a resolution approving an agreement between ��o� and the City of Roseville to <br />utilize the Delegated Contract Process for Federal Aid projects. <br />Prepared by: Debra Bloom <br />
