Mr. Bacon anticipated that the <br />program would pay for itself. <br />Discussion included various tests to determine participation and <br />compliance; various incentives, their advantages and <br />disadvantages; encouragement of citizen and Councilmember <br />participation by advertising the program in various City media <br />sources; whether it was appropriate for financial incentives, or <br />whether vacation time, health reimbursement account or tuition <br />reimbursement would be more favorable; and ways to offset <br />costs. <br />Council consensus appeared to be support for implementation of <br />the program. Staff advised that the item would therefore be <br />placed as an action item on the Apri125,2005 Council agenda. <br />3. Review and Discuss Draft Ordinance Amending Title Five, <br />Section 50116 of the Roseville City Code relating to <br />Dangerous Animals <br />Police Chief Carol Sletner advised Councilmembers that she had <br />revised the ordinance, based on past comments and suggestions <br />from the City Council, and requested three components for <br />Council considerationrelated to the revised ordinance: <br />1) changing wording of ordinance from dogs to animals, in <br />order to be more proactive and respond to all potential <br />animal bites and complaints and not just those involving <br />dogs; <br />2) specifics of proper enclosures and differing viewpoints <br />involved {i.�., inclusion of food/water}; <br />3) the importance of registration of potentially dangerous <br />animals. Chief Sletner noted that last week, a dog had <br />bitten a jogger, the second incident for that particular <br />animal, and the need to identify the animal as potentially <br />dangerous. <br />Councilmember Kough opined that he was concerned about who <br />would serve as a designee to determine the appropriateness of an <br />animal's behavior and their expertise to make such a <br />Review and Discuss <br />Draft Ordinance <br />Amending Title <br />Five, Section 50116 <br />of the Roseville <br />City Code relating <br />to Dangerous <br />Animals <br />
