REQUEST FOR COUNCIL ACTION <br />Date: 519105 <br />Item #: 3 . g <br />Department Approval: Manager Approved: Agenda Section: <br />Consent <br />L-� � r <br />--- - � �� ��� �`�� _ <br />Item Description: <br />Collective Bargaining Agreement with International Union of Operating Engineers, <br />Loca149, and Authorize an Additional l% COLA Effective July 1,2005 <br />Back�round <br />In December, Council agreed to all proposed union contract items other than the COLA <br />for 2005. During this meeting, Council passed a COLA to be set for all City staff at 2% <br />for the 2005 calendar year. <br />Since this time, City staff and Union members from Local 49 have met in mediation <br />unsuccessfully on several occasions to try to find common ground for a settlement on this <br />issue. <br />Recently, Council gave direction to offer all staff an additional 1% COLA, to be effective <br />711105, in hopes of resolving all City labor contracts. This 1% additional COLA effective <br />711105 would be on top of the 2% COLA that has been in place since 111105. <br />Update <br />City staff has since made this offer to all union groups. The City of Roseville has three <br />collective bargaining units. This report deals with the 49ers proposed contract agreement <br />for 2005 -2006 and non-union city staf£ There are 28 city employees in the 49ers' <br />bargaining unit. They perform a variety of maintenance work in the Public Works and <br />the Parks and Recreation Departments. <br />The new offer has been accepted by vote of the 49ers to resolve the 2005-2006 <br />bargaining agreement. <br />The Police Sergeants (Teamsters) and the Police Officers (LELS) are still pending for <br />2005 contracts and beyond. The LELS unit is set to go to arbitration in June but they are <br />currently taking a vote on the new COLA offer proposed by Council. The Sergeants <br />group is still at the negotiations stage of the contract process but will likely follow the <br />outcome of the LELS contract. <br />
