REQUEST FOR COUNCIL ACTION
Department Approval: Manager Reviewed:
 i y
  ' }
lt e.rripion .1 tiw.,, t r, orM i c-RE,t
DATE: OS/09/OS
ITEM N4.: 3.i
Agenda Section:
Background: The 2005 Pavement Management Program consists primarily of Mill and Overlay
projects. Bids were solicited during the month of April. The bids were opened on Wednesday, May 4,
2005. Based on the bids received, staff recommends awarding the following work:
P-04-06 Victoria Street — Driveway Reconstruction (Related to 2004 Sanitary Sewer
Replacement)
P-OS-02 Westwood Village — Manhole Reconstruction
P-OS-04 S.A.P. 160-217-13 Long Lake Road — Mill & Overlay (From Terminal Road to
County Road C-2)
S.A.P. 160-234-04 Prior Avenue —Mill & Overlay (From Hwy 36 to County Road
B-2)
S.A.P. 160-241-04 Highway 36 Frontage Road —Mill & Overlay (From Fairview
Avenue to West Perimeter Drive)
West Perimeter Drive — Mill & Overlay (From Hwy 36 Service Drive to Prior
Avenue)
Policy objectives: Based on past practice, the City Council has awarded the contract to the lowest
responsible bidder. In the case of 2005 Contract B, the lowest bidder is Midwest Asphalt, of Hopkins,
Minnesota.
Financial implications: We received five bids for 2005 Contract B. The low bid submitted by
Midwest Asphalt, at $496,543.93, is 5.5°/o lower than the Engineer's estimate of $525,61'7.08. Due to
energy costs, the bids received were significantly higher than they were past years for similar project.
The following is a list of the bids received:
LII?fl:[
hiecl,e[ =sr,Er,t C'
T'}r flalt
Handrive f n
 i5.'[}1 }i ''k', CkL'_
f3 iUsti i tyouaYRd+sys I n
f?IC)IfIT
_ x_
_ , - ,
S I ,3R6,2
?I,LH.
.74F..V 1
