Department Qlpproval �� , -� � � � Request for Council Action Manager Approval Date: May 9, 2005 I#em Number: 3.1 Agenda Section � � � ~ � '� ' Consent Agenda — ��.�� 'a item Description: Agreement for Supplemental Law Enforcement Services on Lake Owassa Backqround: The Lake OwassQ Task Force, in 1997, presented the City Council a series of recommendations regarding issues on Lake Owasso. The Council, as a result of the recommendations, approved: • Ordinance regarding water surface use on Lake Owasso * Joint Powers Agreement with the City of Shoreview, and Resolution adopting other recommendations including authorizing 36 additional hours of water patrol on Lake Owasso for the summer of 1997 at a cost of $1,152. The Council approved the additional hours in prior years of 1998 — 2004. Attached is an agreement with Ramsey County for 42 additional hours of water patrol on Lake Owassa during the holiday weekends of Memorial Day, Labor Day and the ��" of July, in 2005. These hours are in addition to the regularly scheduled county patrol. The hourly rate increased from $35.00 per hour to $36.75 per hour. This is a five percent increase over last years contract. Next years contract is scheduled for another 5% increase. This is a compromise proposal agreed to by the City of Shoreview when the Sheriff's Department proposed a 10% increase for the 2005 contract. Currently, all other cities that contract with the Sheriff's Department have agreed to the 5% increase. The last increase in this contract was five years ago. Policv: This agreement is Cooperation Policy. within the policy direction of the City Council as set out in its Collaboration and Financial: The cost for the additional patrol is not to exceed $1,900, which is included in the 2005 budget. It is understood that payment for the 2005 services will be made upon a billing from the Sheriffs office, which includes a log of actual time spent in accordance with this agreement. Staff Recommendation: It is recommended the Council approve an agreement for supplemental law enforcement ser�ices on Lake dwasso. Council Action Requested: Motion approving an agreement with Rarnsey County for supplemental law enforcement services on Lake Owassa at a cost not to exceed $1,900 to be funded from the 2005 Lake Patrol Budget and further authorizing the Mayor and City Manager to sign the said agreement upon final review of the City Attorney.
