MN 55113 <br />RE: Rosedale Center <br />PUD Amendment Presentation <br />Mr. Paschlce: <br />As we have discussed other the past several weelcs and in accordance with the <br />application, please allow the following to serve as a narrative for the request for the <br />Final Development Plan for an amendment to the existing PUD agreement for the <br />referenced property. In addition to this narrative, I have provided a separate document <br />which addresses the conditions of our approval in December, 2004. <br />At the present time, Rosedale Center is a traditional regional mall — multi fashion <br />anchors with in-line small shop retailing providing the specialty goods and services for <br />the customer. Interspersed with this program are the food uses, either in the form of a <br />cluster, food court; stand alone, coffee shopslcaf�s; or sit down restaurants. Again, <br />merchandising directed by what our marlcet and demographic research illustrates. Our <br />retailing strategy is evaluated continually and documented yearly via our budget <br />process. Over the past few years, we have noticed the growing trend in lifestyle centers <br />and the success of the same. <br />Today there are approximately 140 lifestyle centers and according the International <br />Council of Shopping Centers (ICSC), they are predicting that as many as 30 centers <br />annually could be opened for the next 5 years. In fact this type of development has <br />become so successful that there are a number oftenants that will no longer "go into the <br />mall"; they believe their customer is better served by this type of retail format. In our <br />own marlcet area, proposed projects, that we are aware of, such as Woodbury and <br />existing projects, such as The Shoppes at Arbor Lalces and the existing area of Grand <br />Avenue do pose a competitive threat to Rosedale. <br />This current trend in retail development embodies mixed use, open air retail venues, <br />which feature "lifestyle" tenanting obj ectives and entertainment, including food, <br />
