(612)332-0421 • Fax: (612� 332-6180 <br />MEMORANDUM TO <br />FROM: <br />COPY TO: <br />DATE: <br />SUBJECT: <br />Debra Bloom, City of Roseville <br />George Calebaugh, SEH <br />David Adams, Parsons <br />John Schupp, Jones Lang LaSalle <br />March 7, 2005 <br />Rosedale Traffic Improvement Plan <br />Parsons has completed a traffic improvement plan to accommodate the projected traffic volumes <br />estimated from a February 23,2005 memorandum titled, "Rosedale Trip Generation" and <br />submitted to the City of Roseville and SEH, Inc. In that memorandum, the trip generation <br />analysis of the Rosedale Mall was conducted for two scenarios. Scenario one consisted of a new <br />anchor tenant occupying the empty Mervyn's building. Scenario two entailed redesigning some <br />of the retail space and replacing some retail space with a movie theater. Figure 1 shows the site <br />plan for scenario two. The trip generation analysis concluded that each scenario produced a <br />similar level of automobile traffic: 844 vehicles for Scenario One and 858 vehicles for Scenario <br />Two. The traffic operation analysis and resulting traffic improvement plan developed based on <br />Scenario Two. The analysis was performed according to 2000 Highway Capacity Manual <br />methodology using SYNCHRO, a traffic signal timing software program, and SimTraffic, a <br />traffic simulation program, both developed by Trafficware. For a detailed description of how the <br />traffic analysis was conducted refer to the "Traffic Impact Study, Rosedale Center Mall <br />Expansion" dated November 24,2004 and submitted by Parsons to the City of Roseville and <br />SEH Inc. <br />This memorandum presents the traffic volumes associated with an unoccupied Mervyn's store <br />and a new anchor tenant or redevelopment of the Mervyn's store. Figure 2 shows anticipated <br />traffic volumes in 2006 with the Mervyn's store unoccupied. The traffic volumes generated from <br />a new anchor tenant or from the redevelopment of the Mervyn's store are shown on Figure 3. <br />Figure 4 shows anticipated traffic volumes in 2006 with the Mervyn's store occupied by a new <br />anchor tenant or the redevelopment of the Mervyn's store. Also presented are the traffic <br />improvements recommended to reduce congestion at intersections surrounding Rosedal� Mall. <br />A traffic improvement plan was developed from the traffic operations analysis based on the <br />"occupied by new anchor" or redevelopment scenario. The recommended traffic improvements <br />are shown on Figure 5.
