Roseville property taxes. Consolidated dispatching should cost less overall County-wide than <br />operating more than one dispatch center. There are no readily available and cost-effective al- <br />ternat�ves for obtaining dispatch services once Ramsey C� ������t�- and St. Paul merge their dis- <br />patch operations. � <br />B. Against participation. If the Ramsey County Board continues in its current direction, Kose- <br />ville property owners will pay much more for dispatch services than they do now. By shifting <br />to a consolidated dispatch center paid for with county property taxes, in effect suburban prop- <br />erty owners will be helping to pay for part of St. Paul's dispatching services. This is because <br />70% of the emergency call volume, and roughly 70% of the dispatching costs, are attributable <br />to dispatching services for St. PauL Yet all Ramsey County property owners are being asked <br />to pay the same county property tax to operate the consolidated dispatch center. Also, it is un- <br />certain how successful the merger of County and St. Paul dispatching staff will be. Finally, the <br />advisory board is weighted unfairly in favor of the interests of St. Paul. <br />II�. RECOMMENDATION <br />Adopt the attached Motion supporting the concept of consolidated dispatching, designating <br />the City Manager as the City's representative to negotiate with County Manager David Twa, <br />but expressing Roseville's reservations respecting the proposed funding and cost allocation <br />mechanisms for the consolidated dispatch center, and requiring any final dispatching agree- <br />ment to come back to the City Council for review and approval. <br />� °� ��.����' <br />
