City Council Regular Meeting — 04/25/OS <br />DRAFT Minutes - Page 27 <br />that the City of Roseville continued to be a first-tier suburb, with <br />all the traffic, commercial development and other factors that <br />provided the City's strong and diverse tax base with a high <br />bus��ness/commercial use. Councilmember Schroeder reviewed <br />his perspective of public comments and the vocal minority <br />indicated. Councilmember Schroeder further opined that he felt <br />the process was moving as appropriate and pledged his <br />continuing support. <br />Mayor Klausing spoke in support of the motion; reviewing <br />various facts and misconceptions previously addressed during <br />review of the term sheet and pro forma; and the more accurate <br />amount of public monies being requested by the developer for <br />this complex project. Mayor Klausing addressed the long-term <br />considerations and vision, increased taxes; environmental clean <br />up realized; and reviewed the specific points for his original <br />opposition to the project as first presented, and the revisions <br />provided through the process in the proposed project as it <br />appeared today. Mayor Klausing opined that the project offered <br />tremendous long-term value for the City, and spoke in support of <br />the term sheet provisions. <br />Roll CaII [Original Motion, as amended] <br />Ayes: Maschka, Schroeder and Klausing. <br />Nays: Ihlan and Kough. <br />8. Set Public Hearing Date for Considering a Twin Lakes Tax <br />Increment District and a Hazardous Waste Sub-district <br />Community Development Director Dennis Welsh briefly <br />reviewed the request for scheduling a Public Hearing for June <br />20, 2005 to consider modification of the development program <br />for Roseville Development District No. 1; Tax Increment <br />Financing (TIF) Plans for Tax Increment Financing Districts <br />No's. 1, 10, 11, 12, 13 and 16; the creation of Tax Increment <br />Financing District No. 17; and the adoption of a Tax Increment <br />Financing Plan relating to TIF' District No. 17. <br />Discussion included notice deadlines; parties to notify (School <br />District, Ramsey County, and residents); public review of <br />documents; this request in tandem with preparation of a <br />Redevelopment Agreement; significance of the June 20, 2005 <br />Resolution 10298 <br />Set <br />Public Hearing <br />Twin Lakes TIF <br />Hazardous Waste <br />Sub-district <br />
