(51 Investigate adequacy of utilities and streets and identify requirec� infrastructurechanges; also review existingtransportation plan to determine adequacy. �C� Review existing environmental reports and determine if additional environmental investigation is necessary. ��ki�n �. Findin�s. 2.01 With respectto eachof the required actions listed in Section 1.04,the Councilmakes the following findings: (1} �� a. Rottlund submitted a preliminary site plan for the Redevelopment showing the size, nature and location of the proposed minimum improvements, including parking, landscaping and other exterior improvements as discussed in Rottlund's memo presented to the City Council on February 28,2005 attached as E�ibit A. b. Tbc City Council provided Concept Land Use approval for a Planned Unit Development of Phase I on January 10,2005. The Council finds that this submission satisfies the requirement of Section 1.0�(1) above. a. Rottlund presented to the City Council a financial pro farma on February 28,2004 which outlined the financial feasibility of Phase I development of areas 1-5 and 8. A copy of a cover transmittal and pro foi-�na as presented to the City Council with the Council requested revisions is attached as E�ibit B: and
