REQUEST FOR COUNCIL ACTION <br />DATE: 05/23/05 <br />ITEM NO: 3.d. <br />DepartmentApproval: Manager Reviewed: Aaenda Section: <br />,.�L�.,�.���' ��F�; �;:�.`��:.� COi1S@Il� <br />� <br />ftem Description: Acceptance of Metropolitan RegionalArts Council Grantfor <br />Rose of Many Colors Cultural Arts Series <br />BACKGROUND <br />The Roseville Parks and Recreation staff believes the quality of life in a community, and <br />the appreciation for and the respect of its citizens is directly improved through arts <br />participation and/or arts audience involvement. Roseville Parks and Recreation has taken <br />an active role in the organization, development, facilitation and support of a wide range of <br />arts organizations and arts experiences <br />The Metropolitan Regional Arts Council (MRAC) provides grants to stimulate and <br />encourage the creation, performance and appreciation of the arts in the seven county <br />metropolitan area of Minnesota. <br />In 2002, the Metropolitan Regional Arts Council awarded the City of Roseville a special <br />initiative arts grant to foster local art ventures, support local artistic expression and <br />encourage involvement in the arts. Wth this award Roseville Parks and Recreation <br />established a re-granting program that brought a wide-range of arts experiences to the <br />community. The re-granting format developed by Roseville staff, became a pilot program <br />for the 2004 MRAC special initiatives grant. In-turn, MRAC bestowed a second round of <br />special initiatives granting funds to Roseville Parks and Recreation to provide for arts mini- <br />grants that highlighted ethnic exposure, family involvement and community connections. <br />The re-granting process established itself as a very successful MRAC program. Parks <br />and Recreation was presented one last special initiatives grant to develop, present and <br />implement public arts experiences in Roseville. The 2005 Rose of Many Colors Cultural <br />Arts Series !f� will encourage public arts initiativesthrough performances, demonstrations, <br />exhibits, and hands-on involvement. The grant application is attached. <br />POLICY OBJECTIVE <br />The attached proposal is consistent with the policy of leveraging other public and private <br />resources to obtain funding that offsets the cost of providing programs, services and <br />facilities for Roseville residents. It is also consistent with our efforts to partner with other <br />agencies. <br />FINANCIAL IMPLICATIONS <br />The City must provide a$2,000 in-kind services match if the grant were accepted. Staff <br />has identified available support for the City's matching component. <br />
