City Council Regular Meeting — 05/09/05 <br />DRAFT Minutes - Page 16 <br />Mr. Brokke noted that the proposal from Stevens Engineers had <br />provided their expertise and services in preparation and <br />advertisement for bids. Mr. Brokke further noted that, while no <br />final determination had been received, recent conversations with <br />Xcel Energy related to receipt of a grant toward the project <br />looked favorable; along with receipt of $7,000 from the Midway <br />Speed Skating Club toward the project. <br />Dick Houck, 1133 Roselawn <br />Mr. Houck opined that this looked like a political decision rather <br />than a business decision and spoke in opposition to the Council <br />being driven by the need to get the facility in operation this fall, <br />rather than waiting to make an informed decision. Mr. Houck <br />encouraged Councilmembers to step back and review all <br />information prior to making any decision. <br />Councilmember Kough opined that this was an opportune time to <br />let bids, and that a final decision would be made while <br />considering award of bids. <br />Mr. Brokke noted that tonight's request was to move forward <br />with the bid process to determine the exact cost; and reiterated <br />that the initial engineeringproposal had included bid preparation <br />services. Mr. Brokke also reminded the public and Council of <br />the community nature of the facility. <br />Discussion included the bidding process and City Attorney <br />review; legal and advertised notice requirements and interests; <br />and timing concerns. <br />Klausing moved, Kough seconded, authorizing the Parks and <br />Recreation Department to move forward with Stevens <br />Engineering to prepare final documents and assist with bidding <br />as outlined in the original engineering proposal that was <br />approved on March 21,2005. <br />Mayor Klausing provided his personal observations related to the <br />political and business nature of the decision; timing of the Task <br />Force report; and his anticipation of the Task Force's business <br />model to reduce the operating gap and make the facility <br />
