Public Usage Value <br />. The following table, "Cost of Recreation Occasion Metrics" is a list of subsidized Parks and <br />Recreation activities for which a cost-per-user could be calculated. There are many other <br />subsidized activities (such as the parks, pathways, and other such "unsupervised" facilities <br />and activities) which could not be calculated at this time, due to the inability to arrive at <br />accurate user counts. <br />Task Force requested Park and Recreation staff to develop a quantitative method to assess <br />recreational benefit <br />o Task Force understands that the scope of this request exceeds the timeframe of <br />completing this report <br />o Task Force views this table as the 15� cut of developing a quantitative model and is <br />encouraging the staff to further develop it for use beyond assessing the benefit <br />derived from the RSC Oval <br />• Observation: RSC Oval provides the highest number of annual recreation occasions and the <br />lowest cost per recreation occasion among other Roseville facilities listed. See Attachment <br />. Observation: If assumptions are accurate— there are 40,000 recreation occasions among <br />Roseville residents which at a$1 per recreation occasion cost, which equates to a"Public <br />Good" contribution of $40,000 <br />Page 24 of 29 <br />
