ATTACHMENT 15 Task Force Meeting Minutes Meeting �r t Summary of Skating Center Study Group meeting 3/3/2005 The meeting was opened by Richard (Jake) Jacobson, a member of the Roseville Parks and Rec. commission who will serve as chairman of thi� study group. The meeting began with introductions of the study group members. Included in the group are: Richard Jacobson, Jeff Johnson and Mark Kamrath, all representing the Parks and Rec. commission; Dean Maschka, Roseville City Council member; Lori Larson, representing hockey; Bill Cushman, representing speedskating; Nancy Nelson, representing bandy; Cheryl Funk, representing figure skating; Leslie Berry, representing Roseville Area Visitors Association; Barclay Kruse, representing the MN Amateur Sports commission; Bill Brady, Bob Wi�Nrnus and ScottNelson, at large members representingthe Roseville community; Lonnie Brokke, Director of Roseville Parks and Rec.; Jill Ar�fa�g, Assistant director of Roseville Parks and Rec.; and Brad T'�Ilberg, newly hired Skating Center Superintendent. Chris Miller, Finance Director for the city of Roseville is also included in the study group bul: was unable to attend this first meeting. Following the introductions Jake and Lonnie introduced the materials included in the binder all group members received. These materials included the organizational chart for the Parks and Rec. department, the construction agreement with the State for the construction of the Oval — Lonnie pointed out that the Skating Center is owned and operated by the City, city policies relating to city and Park and Rec. operations that may have a bearing on our discussions, the 2003 Parks and Rec. annual report and financial performance report. All members were urged to read through these materials and direct any questions they may have concerning the information to Lonnie. Jake nex� outlined the agenda for the evening, asking for member input and stressing the fact that this is a study group and we may find ourselves straying from the agenda as we discover other issues that may need to be addressed — which we did when we tried to discuss the next item on the agenda — the purpose and scope of'the group. Discussion of the purpose and scope of the group evolved into an overview of the history of the Skating Center considering both operations and finances. Lonnie, with the help of Dean provided most of the information presented outlined below: L Operation of the Skating Center facility A. Indoor arena 1. hockey, figure skating and open skating 2. built in 1968 and opened 1969 3. operated as an enterprise fund, operations paid for themselves through fees and also provided enough to set aside for depreciation until 1996. 4. aft�r 1996 finances no longer tracked individually, rather in combination with all Skating Center activities, but arena alone may not cover its costs today because the need for ice time has changed. 5. arena chiller will soon be in need of replacement also.
