City Council Regular Meeting— OS/23/OS <br />DRAFT Minutes - Page 21 <br />Councilmember Kough <br />Councilmember Kough presented recognition of students from <br />Brimhall School, who last week had participated in a mock City <br />Council meeting and dealing with a specific city "issue." Due to <br />Mayor Klausing's work schedule, Councilmember Kough had <br />facilitated the student's meeting and discussion. <br />Councilmember Kough noted the students had also participated <br />in various tours of city facilities and departments. <br />Mayor Klausing thanked Councilmember Kough and staff for <br />assisting in this special student event on behalf of the City. <br />7. Public Hearing on Improvement P-OS-02, Neighborhood 32, <br />Chatsworth Street — Lovell Avenue to Grandview Avenue; & <br />Lovell Avenue — Cul-de-sac to Chatsworth Street <br />City Engineer Deb Bloom reviewed the background and <br />alternatives, as previously outlined in the Feasibility Report for <br />the 2005 Pavement Management Program (PMP) as presented to <br />the City Council on April 11,2005 for Neighborhood 32. <br />Ms. Bloom reviewed the seven properties impacted by the <br />project, including Real Life Church and the Rose of Sharon <br />Nursing Home. Ms. Bloom noted that when reconstruction was <br />first considered in 1999, the Assessment Policy would have had <br />100% of the road reconstruction cost assessed to the Church and <br />the Nursing Home. Ms. Bloom noted that, over the last six <br />years, the property owners and staff have discussed a number of <br />alternatives specifically related to the reconstruction of Lovell <br />Avenue, and was presenting two alternatives to move this project <br />forward: reconstructing to City standards, or to do nothing. Ms. <br />Bloom noted the extensive deterioration and current condition of <br />the roadway, ranked "0" in the PMP. <br />Ms. Bloom reviewed heavy on-street parking on Lovell at this <br />time, projected to be visitors and employees of Rose of Sharon <br />Nursing Home; assessable frontage breakdowns; Assessment <br />Policy revisions since the initial discussions; 2353 Chatsworth <br />property status as tax forfeited and recent reorientation and <br />improvements of the property owned by Real Life Church; the <br />Resolution 10310 <br />(Chatsworth <br />Portion of <br />Neighborhood 32) <br />Table Action on <br />�,ove�� Ave. to <br />07/11/OS <br />Public Hearing on <br />Improvement p-05- <br />02, Neighborhood <br />32, Chatsworth <br />Street — Lovell <br />Avenue to <br />Grandview & <br />Lovell Avenue — <br />Cul-de-sac to <br />Chatsworth Street <br />
