City Council Regular Meeting — OS/23/OS <br />DRAFT Minutes - Page 23 <br />and requested additional time from the City Council to work with <br />staff and the neighboring major property owner (Rose of Sharon <br />Nursing Home) to negotiate alternatives and options that would <br />still accomplish street improvements while addressing other <br />needs of the neighborhood and property owners. Mr. Drake, <br />when questioned by Mayor Klausing, did not provide specific <br />options for Council consideration or information. Mr. Drake <br />suggested options may include a joint parking plan between Rose <br />of Sharon and the church that would be a win-win situation for <br />property owners and the City financially and functionally. Mr. <br />Drake noted that the corporate office for the Nursing Home was <br />located in Milwaukee; and that his conversations to-date had <br />taken place with local management of the facility. <br />Discussion included public versus private nature of a portion of <br />Lovell Avenue; the continuing deterioration and maintenance <br />costs of the roadway ; construction scheduling and timing for the <br />bid and construction process; width of street; public and <br />emergency access for all properties; and staffs preference for <br />Council direction for the Chatsworth portion of the project, at a <br />minimum, at tonight's meeting. <br />Kim Anderson, Employee of Rose of Sharon Nursing Home <br />Ms. Anderson noted the location of the emergency entrance on <br />east of the Nursing Home facility; logistics of that emergency <br />entrance, parking closer to the building to accommodate their <br />elderly visitors and handicapped accessibility, and issues <br />concerning crossing roads during winter months. Ms. Anderson <br />opined her support for moving forward with Love11 Avenue <br />reconstruction immediately, indicating that Nursing Home <br />maintenancc personnel had taken the initiative to perform <br />periodic maintenance and street patching upon occasion. Ms. <br />Anderson further opined that a west access, as she perceived was <br />being proposed by the church, did not help their facility at all. <br />Ms. Bloom noted that, the proposed assessments could be <br />revisited at the time of the Public Hearing, in an effort to look at <br />actual bids; and clarified that staff was not proposing the same <br />scenario as suggested by Mr. Drake related to Grandview Town <br />Homes. <br />
