They are not inconsistent with my recollection of my comments. As I recall, a citizen (Mr. Hauk?} got up during the comment period and talked about Twin Lakes. He suggested I had opined that there were no legal impediments to an advisory election, so long as it was privately funded. The issue had first come up late on the evening of the Town Hall meeting held at the school by Concordia Academy. I recalled offering my off the cuff comment that the issue raised public purpose expenditure issues, and that it was in the nature of initiative and referendum. When the citizen quoted me, I clarified that I had not done any thorough research, and that there may well be other impediments that needed to be reviewed. We conducted the research, and had the written opinion for the Council the following Monday. Given my above recollection of things, I believe the minutes accurately reflect the discussion.
