Business Model <br />• This section outlines the "Business Model" of analyzing the financial aspects, opportunities <br />and issues presented in this report. <br />* The Oval is among the activities provided by Parks and Recreation that are operated as a <br />business. The business is run with the goal of providing a public service at the lowest <br />possible cost to the city. It provides a valuable recreational product, which would most likely <br />not be developed by the private sector. This report addresses the operating and financial <br />aspects of the Skating Center and Oval. It will not necessarily follow traditional business <br />model formats, though it will provide fmancial analyses related to expected operating and <br />capitai�zation/depreciation costs, as well as provide understanding of public benefit. <br />The Business Model consists of the following: <br />1. Context: Scope of Skating Center within P&R and City Budgets, and Taxes <br />2. Hard Dollar Costs: Addressing projected Operating and Capitalization Costs <br />3. Soft Dollar Costs: Quantifying value of i�an-revenue generating activities <br />4. Public Usage Value: Quantifying value of facility use <br />5. Economic Impact Assessment: Assessing Oval's impact to Roseville merchants <br />6.
