City Council Regular Meeting — 06/13/OS <br />DRAFT Minutes - Page 8 <br />observations and recommendations, at Council direction, to <br />forward to Ramsey County, including elimination of the U-tu�-n <br />movements currently allowed on County Road B at that point; <br />safety considerations and improvements as part of the Target <br />redevelopment and �nelling Avenue reconstruction; access <br />locations identified; left turn protection recommendations; and <br />improved design of the proposed drive-thru. <br />Mayor Klausing noted that the request was strictly related to <br />rezoning, given that the parcel has access from a County Road; <br />further noted that a Public Hearing had been held at the Planning <br />Commission level; and acknowledged that there were no public <br />comments related to this item at tonight's meeting. <br />Mr. Welsch concurred with Mayor Klausing's observations, <br />noting that the site plan request had gone through the <br />development review committee process. <br />[9.1] <br />Kough moved, Maschka seconded, adoption of Ordinance No. <br />1321 eniitled, "An Ordinance Amending Title 10 of the City <br />Code, Changing the Zoning Map Designation of Certain Real <br />Property at 1445 County Road B from Limited Business District <br />(B-1 } to Retail Business District (B-2);" and directing staff to <br />work with Ramsey County during the site plan review process to <br />resolve concerns related to east bound left turns from County <br />Road B into the site. <br />Roll Call [9.1� <br />Ayes: Kough; Ihlan, Maschka and Klausing. <br />Nays: None. <br />Councilmember Kough ��qu�sts/Comments Memorial Day <br />Observances <br />Memorial Day Observances <br />Cauncilmember Kough noted the recent Memorial Day <br />dedication and salute to veterans held at Roselawn Cemetery; <br />and suggested the City budget include funds for purchase of a <br />memorial wreath; and availability of the Mayor or Acting Mayor <br />to speak at upcoming memorial events. <br />Mayor Klausing directed staff to consider including funds for <br />
