City Council Regular Meeting — 06/13/OS <br />DRAFT Minutes - Page 22 <br />Councilmember Ihlan spoke in support of several alternatives <br />provided by sta��E one a base budget with zero percent increase <br />as an instructive benchmark; and one limited to an inflationary <br />index. <br />Councilmember Maschka opined that the major levy costs to the <br />City represented employee wages and health care. <br />Councilmember Maschka spoke in support of a zero percent <br />draft budget, and an inflationary increase only as good starting <br />points for discussion purposes. <br />Finance Director Miller projected employee health care costs <br />similar to last year estimated at ten-plus percent; and projected <br />wage increases, in accordance with contract negotiations to-date, <br />estimated at three percent. <br />Councilmember Kough spoke in support of maintaining services, <br />while recognizing the community's aging population and <br />detrimental impacts to them through increased taxes. <br />Councilmember Kough spoke in support of maintaining <br />competitive wages, while possibly needing to drop some <br />programs or services to keep the budget at current levels. <br />City Manager Beets, in compiling the discussion points and <br />comments, indicated that he would for��ulate a City Manager- <br />recommended 2006 Budget, anticipating the first draft to be <br />provided to the City Council by approximately July 1, 2005, for <br />Council review, consideration and refinement, in accordance <br />with the proposed schedule. <br />Maschka moved, Kough seconded, approval of the 2006 Budget <br />Worksession Calendar as outlined in the staff report dated June <br />13, 2005; and directed staff to establish a base-line budget as <br />discussed, with recommendations for a zero percent increase, as <br />well as an inflationary-only increase budget. <br />Roll Call <br />Ayes: Kough; Ihlan; Maschka and Klausing. <br />Nays: None. <br />� <br />
