City Council Regular Meeting— 06/13/OS DRAFT Minutes - Page 2 City Manager Beets noted that, due to the Council's attendance at the Monday, June 27, 2005 RoseFest Parade and festivities, the June 20, 2005 Council Study Session had been revised to a business meeting to accominodate those items needing Council action. 1. Receive Public Comment about City Issues Public Comment Mayor Klausing called for public comment by members of the audience on any non-agenda items. A. John Kysylyczyn, 3083 N Victoria Street Mr. Kysylyczyn provided his personal information to the City Council regarding legal differentiation of Council Study Sessions and regular business meetings. Mr. Kysylyczyn took issue with Council action at their May 23, 2005 Council meeting in adopting a resolution related to an additional eastbound only lane on Highway 36. Mr. Kysylyczyn opined that the Council should have provided transit alternatives; should have considered such a resolution only after seeking the opinion of the Public Works, Environment and Transportation Commission and City staff; and should not have considered the item on the Consent Agenda for any urgency when the legislature couldn't respond or act on any such resolution prior to 2006. Mr. Kysylyczyn further quoted past Councilmember comment related to expanding Highway 36. B. Eugene Bahnemann, 2656 Lexington Mr. Bahnemann provided photos of the nature habitat and prairie grasses growing adjacent to portions of the City Hall Campus, and located directly across Lexington Avenue from his property; citing his preference for a more manicured look. Mr. Bahnemann also questioned structural aspects of the main entrance to City Hall. 3.
