Uwasso Boulevard Reconstruction Project Background: On October 25,2004, the City Council ordered the preparation of a feasibility report for the reconstruction of S. Owasso Blvd, between Rice Street and Dale Street. On March 14,2005, the City Council approved the Ladyslipper Park Master Plan. This plan included recommendations for the realignment of S. Owasso Blvd as it passed through Ladyslipper Park. We have had a number of ineetings with the property owners over the last year. We have discussed with them the City's assessment policy, an overview of typical street reconstruction project, and the proposed design for S. Qwassa Boulevard. In accordance with City Council direction, a feasibility report has been prepared that details the proposed design, neighborhood impact, and estimated cost of the proposed S. Owasso Blvd Reconstruction project. This feasibilitv report was shared with the nei�hborhood at our June 9 information meeting. Copies of the completed feasibility reports are attached. The next step in the process is for the council to accept the feasibility report and to schedule public hearings. Financial implications: This proj ect has maj or fmancial implications for the city including the following: 1. Assessments levied in accordance with assessment policy. 2. Use Municipal State Aid (MSA) dollars to fund the majority of the South Owassa Boulevard reconstruction project. 3. Expenditure of utility fund dollars to pay for the repairs needed to the existing utility system. 4. Utilize Storm water utility funds to construct water quality improvements in Ladyslipper Park, and throughout the project. Staff recommendation: It is recommended that public hearings for the S. Owasso Blvd Reconstruction Project be scheduled at the regular City Council meeting on Monday, July 11,2005, at 6:00 p.m. RECOMMENDED COUNCIL ACTION: Adoption of a resolution receiving the feasibility report and scheduling public improvement hearings for the S.
