Uwasso Boulevard Reconstruction Project <br />Background: On October 25,2004, the City Council ordered the preparation of a feasibility report <br />for the reconstruction of S. Owasso Blvd, between Rice Street and Dale Street. On March 14,2005, <br />the City Council approved the Ladyslipper Park Master Plan. This plan included recommendations <br />for the realignment of S. Owasso Blvd as it passed through Ladyslipper Park. <br />We have had a number of ineetings with the property owners over the last year. We have discussed <br />with them the City's assessment policy, an overview of typical street reconstruction project, and the <br />proposed design for S. Qwassa Boulevard. <br />In accordance with City Council direction, a feasibility report has been prepared that details the <br />proposed design, neighborhood impact, and estimated cost of the proposed S. Owasso Blvd <br />Reconstruction project. This feasibilitv report was shared with the nei�hborhood at our June 9 <br />information meeting. Copies of the completed feasibility reports are attached. The next step in the <br />process is for the council to accept the feasibility report and to schedule public hearings. <br />Financial implications: This proj ect has maj or fmancial implications for the city including the <br />following: <br />1. Assessments levied in accordance with assessment policy. <br />2. Use Municipal State Aid (MSA) dollars to fund the majority of the South Owassa Boulevard <br />reconstruction project. <br />3. Expenditure of utility fund dollars to pay for the repairs needed to the existing utility system. <br />4. Utilize Storm water utility funds to construct water quality improvements in Ladyslipper <br />Park, and throughout the project. <br />Staff recommendation: It is recommended that public hearings for the S. Owasso Blvd <br />Reconstruction Project be scheduled at the regular City Council meeting on Monday, July 11,2005, <br />at 6:00 p.m. <br />RECOMMENDED COUNCIL ACTION: <br />Adoption of a resolution receiving the feasibility report and scheduling public improvement hearings for <br />the S.
