Cxty Council Regular Meeting — 06/20/05 <br />DRAFT Minutes - Page 14 <br />Schoal District. <br />Michael FisCher, LHB Architects <br />Mr. Fischer provided a summary review of blight analysis <br />findings, as per State Statute, of the �roposed District, focusing <br />on thre� areas: caverage test, condition of buildings test, and <br />distribution throughout th� district of substandard struc�ures. <br />Mar. Fischer reviewed requirements of State Statute 469.174, <br />�ubdivision 10 and the fndings of each ar�a o�' focus. Mr. <br />Fischer detailed ext�rior and interior inspections of 18 buildings <br />inspected on the 21 parcels and displayed photos of the structures <br />currently functioning in the Twin Lakes Redeve�opmer�t area, <br />with findings that 12 of the 1 S buildings, or 67%, were <br />substandard and would meet Building Code deficiency criteria, <br />and require �ubstantial renovafion or clearance. Mr. Fischer <br />reviewed aspects af Building Code qualifications with buildings <br />defined as structurally substandard if code def ciencies were not <br />at lea�t 15% of �he building's replacement cost. Mr. Fischer <br />noted that these findings were not a reflection af the City's Code <br />Enforcement sta��: Discussion included energy code <br />compliance; and criteria of buildings and ar�as surrounding the <br />buildings. <br />Mr. Fischer further detailed dis�ribution of substandard <br />siructures, and confirmed his findings that this area was blighied <br />by hi� expert definitian and wa� a prime area �or use of TIF tools <br />for redevelopment. Mr. Fischer advised that a copy �f his report <br />on each building, and appendix, was an f le at Ciiy Hall, the City <br />Attorney's Office, and his office. <br />Councilmember Ih1an opined that Mr. Fischer's findings were in <br />line with previous City Council discussion� related to code <br />enforcement issues and enforcement, and questioned the <br />pertinenc� of those findings related to actual building sfructure. <br />Mr. Welsch introduced Mr. Casserly to discuss and further detail <br />the creation of one and decertif cation of another TIF Districi. <br />Jim Casserly; Krass Monroe <br />Mr. Casserly provzded a brief over�iew af why the City Council <br />
