City Councit Regular Meeting — 06/201D5 <br />DRAFT Minutes - Page �9 <br />Mayor Klausing op�ned the Public Hearing at 8:18 p.m. <br />Harlan Smith, 1706 Ryan Avenue W <br />Mr. Smith expressed his optimism that the Cauncil <br />majority was making th� right decision, fa�Iowing the <br />recent debate between Cauncilmembers Maschka and <br />Ihlan, but cautioned Councilmembers not to sign a blank <br />check and sought assurances fr�m the Cauncil that this was <br />a good thing for the City of Roseville in the long run. <br />Dick FIouck, 1133 Roselawn Avenue W <br />Mr. Houck read a lengthy po�ition paper, opining that <br />while he wasn'� opposed to the redevelopment ofi the <br />property, ques�ianed the Ci�y's involvement in <br />development of private property and the process followed <br />ta-date as being extraordinary. Mr. Houck fi.�rther opined <br />his p�rception of improprieties related to the development <br />(i.e., lack o� ownership of property by developer; potential <br />use of Eminent Domain; pending U.S. Supreme Court case <br />law; no tax benef �s �o citizens ar the City of Roseville for <br />25 years); bui requiring r�sidents to pay for additional <br />infrastructure a�ad services �o�- parivate development. Mr. <br />Houck further apined that the B-( Comprehensive Plan <br />Zoning District for "big box reiail" should have required a <br />super-majority vote of the Ciiy Council; was not a good <br />business deal; and should have been supported by <br />unanimous vote of the City CounciL Mr. Houck concluded <br />by asking the City Council to cease al� developm�nt in the <br />plan and a11aw oiher develapers to �ubmii plans for <br />development. <br />Mr. Houck submitted results of a recent newspaper poll, <br />cansisting af a 1/� page advertisement, and the �-espanses <br />received, aiong with Mr. Houck's analysis of those <br />responses, a copy of which he provided to each Council <br />member. <br />Walt VanDeis, Officer, Grubb & Ellis, Minnesota <br />Industrial Venture, Property Owner in Area $ and in <br />Phase II, in additian to own�r of other properties. <br />Mr. VanDeis thanlced the City Council for the proposed <br />
