City Council Regular Meeting — 06/20/4S <br />DRAFT Minutes - Page 25 <br />Development Agreement and whether the developer could <br />replace off ce and retail with rental housing withaut <br />Council approval, and recommended that this language be <br />deleied. <br />Furth�r discussion and clarification included the LEAD <br />process; envixonmental waste, lighting and energy <br />conservation; coordination with area agencies (i.e., Rice <br />Creek Watershed D�strict and ihe Minnesota Pollution <br />Control Agency) to address LEAD Certification and <br />environmental issues; and existing lighting codes. <br />[3.2a] A Resolution Relating #o the Decertification of a <br />Portion of Tax Increment Financing District Na. 11; <br />and a Portion of Hazardvus Substance Subdistrict No. <br />11A <br />�3.2a and b] Schroeder moved, Maschka seconded, <br />adoption af R�solution No. 10316A entitled, "A Resalution <br />Relating to the Dece�ification o� a Portion o�' Tax <br />Increment Fit�ancing Dis�rict No.11 and a Portian of <br />hazardous Substance Subdistrict No. 11A;" and adoption of <br />Resolution No. 10316B enti�led, "A Resolu�ion Restating <br />the Development Pragram for Development District No. l; <br />Creating Tax Increment Financing Disirict No. 17; and <br />Hazardous Substance Subdistrict No. 17A; and Adopting <br />Tax Increment Financing Plans Relating Thereto." <br />Councilmember Kough stated that his position had not <br />changed and speaking in appasitian to the mation based on <br />the aging papulation in Ros�viile representing fix�d incom� <br />households; and potential haardships to thase residents. <br />Councilmember Kough opined that the only way he could <br />support the redevelopment of Twin Lakes would be <br />wzthout a"big box" retailer; inclusion of small retailers; <br />and encouraging current lar�downears �o clean up their <br />properties that they had previously purchased on <br />speculation.
