Budget Work Session: Administration, City Council, and Finance City Manager Beats reviewed portions of the 2006 proposed budget related to City Council, Administration, Elections, Legal, Communications, and Recycling; highlighting those items needing further Council discussion and direction. Discussion included allocation of funds to join the ICMA Performance Measurement system; precautionary and inflationary increases for consulting services (i.e., Recording Secretary and Independent Audit); the RFP Process for City Attorney, City Prosecutor, and City Auditor service contracts that expire on December 31, 2005; Suburban Rate Authority membership definition; and Chamber of Commerce proposals for membership in either the Twin Cities North or St. Paul groups, and their makeup and intent. Councilmember Kough was supportive of inembership in the Twin Cities North Chamber of Commerce as they would work closely with the Roseville Visitor's Association (RVA) and their reasonable membership fee. Mayor Klausing questioned the benefit of inembership to the City of Roseville, even with a nominal fee, when working with a tight budget. Councilmember Schroeder spoke in support of inembership in the Twin Cities North Chamber of Commerce, rather than the St. Paul Chamber, as they were a non-political group and more oriented to working in the suburban area, and would allow the City to become involved in the I-35W Corridor Coalition again. Further discussion included whether or not to add monies for a Council Goal Session in 2006.
