City Council Regular Meeting — 08/08/OS <br />DRAFT Minutes - Page 10 <br />Councilmember Maschka noted that the City risked <br />ending up with higher quotes, particularly with rising <br />energy costs, in seeking an RFP rather than extending the <br />current contract. <br />Discussion included staff rationale; risks in soliciting <br />RFP's in higher priced contract terms; favoritism of one <br />company over other competitors; language and scope of <br />work sought in an RFP; staff monitoring of contractor; <br />non-applicable open bidding law considerations; and <br />renewal provisions in existing contract. <br />Councilmember Ihlan opined that she was sympathetic <br />for soliciting market bids periodically, while noting the <br />risks that costs could be higher than the current contract. <br />Klausing moved, Maschka seconded, approval of a <br />contract extension between the City of Roseville and <br />Lightning Disposal, for operation of Clean Up Day <br />through 2007. <br />Councilmember Kough opined that the existing contractor <br />had served the City well, but that in an effort to save <br />money, he was supportive of soliciting �k'P's. <br />Further discussion included cost of staff time in preparing <br />an RFP (estimated by City Manager Beets at <br />approximately $500); and the advertising process <br />followed by staff. <br />Mayor Klausing asked the City Council to consider <br />balancing their role as policy-setters, while allowing staff <br />to make decisions where appropriate; and opined his <br />support for the motion. <br />Roll Call <br />Ayes: Maschka and Klausing. <br />Nays: Ihlan, Schroeder and Kough. <br />Motion failed. <br />Staff was directed to prepare the scope of and solicit <br />
