City Council Regular Meeting — 08/08/OS <br />DRAFT Minutes - Page 23 <br />personnel yet questioned why current staffing in code <br />enforcement couldn't absorb additional duties. <br />Ms. Bennett advised that the current staffing could not address <br />all issues and the community was seeking a higher-quality <br />maintenance code, thus further restricting staff time. <br />Councilmember Maschka noted the immensity of the entire <br />housing issue, complexity and expense; and related effects and <br />implications on public safety, marketplace, senior housing, and <br />dollars available for action. Councilmember Maschka noted <br />current low interest rates had created the single-family home <br />rental market; and opined that a huge amount of dollars were <br />needed to accomplish what needed to be done. Councilmember <br />Maschka further opined that rental housing inspections were a <br />good starting point and top priority. <br />Councilmember Ihlan opined that all of the proposed action <br />steps had related budget impacts; noting that the City Council <br />had voted to devote substantial monies toward the Twin Lakes <br />project, which created the need for a more conservative <br />approach in light of that decision. Councilmember Ihlan further <br />opined that the I-�RA should look at the rental housing situation; <br />and sought additional information as to how other communities <br />handled rental properties. Councilmember Ihlan questioned the <br />apparent turnaround in the recommendation for a moratorium on <br />additional senior housing, and the associated rationale. <br />Discussion included the comments at neighborhood meetings <br />related to a moratorium; sense of community and market and <br />saturation; lack of freeing up of single-family housing from the <br />senior to young family demographics; attractiveness and <br />availability of senior services in Roseville (i.e., location, <br />services, health care, safety); balance of varying demographics <br />in the community and how to achieve that balance; potential for <br />smaller lot sizes in certain zoning areas; preservation of <br />neighborhood character and consistency; and possible code and <br />zoning changes. <br />Ms. Bennett advised that, while the information and options <br />provided was massive, they would return at their August budget <br />
