City Council Regular Meeting — 08/22/OS <br />DRAFT Minutes - Page 7 <br />the Pollution Control Agency (PCA) and State Fire <br />Marshal, had reviewed a standard prototype system as <br />reasonable and approved such a system in advance. <br />Counciimember Ihlan questioned whether the PCA had <br />approved this request. Mr. Welsch responded in the <br />negative, noting that it was not a requirement. <br />Counci�meml�er Ihlan questioned whether underground <br />tanks were allowable. Mr. Welsch advised that <br />underground tanks were subject to an entirely different set <br />of permits, determined by remediation situations from <br />original in-ground tanks. <br />Councilmember Ihlan expressed her concern regarding the <br />applicant's need to only bring a permit before the City <br />Council for consideration of above-ground tanks; opined <br />that the tanks were located very close to two residential <br />neighborhoods, in addition to a major shopping facility, <br />and questioned the Council's allowance for such tanks <br />without public notice and a more detailed evaluation of <br />public safety concerns. <br />Mr. Welsch noted that the Fire Marshal had reviewed the <br />information and performed a site review, prior to his <br />approval of the request. <br />Further discussion included tank leakage above and <br />underground and visibility and inspection advantages for <br />above-ground tanks; risk factors; transport trucks <br />delivering fuel to the site; Interim Use Permit application <br />rather than City Council approval process; short and long- <br />term plans for redevelopment of the area. <br />Councilmember Kough expressed his concerns. <br />Councilmember Maschka opined that he was much more <br />comfortable with an above-ground tank under temporary <br />permit, rather than a long-term or permanent underground <br />tank. <br />Mayor Klausing recognized Councilmember concerns, but <br />
