City Council Regular Meeting — 08/22/OS <br />DRAFT Minutes - Page 9 <br />Mayor �lausing opined that an above-ground storage tank <br />was more favorable than an underground tank. <br />Bruce Dischinger, 2141 N Avon Street, Applicant <br />Mr. Dischinger advised Councilmembers that due to <br />timing, they had chosen an above-ground installation, <br />rather than a more detailed underground installation. Mr. <br />Dischinger also noted his awareness of the future plans for <br />the area, and didn't view the location as permanent. Mr. <br />Dischinger advised that the tanks would be small, would be <br />for diesel fuel storage, not gasoline; and were very safe in <br />terms of environmental concerns; and provided less <br />liability with potential problems clearly visible. Mr. <br />Dischinger advised that his compelling reason for this <br />request was due to the northern suburb charter service and <br />bussing his company provided, and his efforts to increase <br />efficiencies and decrease costs in his operation through <br />achieving competitive bidding for fuel supplies. Mr. <br />Dischinger noted that Metro Mobility had similar storage <br />tanks in the lot adjoining theirs; and reiterated his intent <br />that he could relocate the tanks when redevelopment <br />proceeded in the area. <br />City Attomey Anderson, upon further review of City Code, <br />advised that this type of permit was subject to annual <br />review by the City Council; with provisions for the City to <br />terminate the permit for cause; and that the permit was <br />subject to automatic renewal, under code, for five years, <br />with annual one-year extensions thereafter. <br />Councilmember Maschka thanked Mr. Anderson for his <br />clarification of Code; opining his support of the application <br />given City Attomey Anderson's interpretation and <br />additional information. <br />Councilmember Schroeder opined that an above-ground <br />storage tank was a better situation for the City than <br />underground storage tanks. <br />Maschka moved, Schroeder seconded, approval of the <br />request by Monarch Bus Service to install a 4,000 gallon <br />
