REQUEST FOR COUNCIL ACTION DATE: 9/12/05 ITEM NO: 7. a��arkrn�i7f pr��al� Manager Reviewed: Agenda Section: � , _ __ p�� ��{��. ,�� .� Item Description: Consider Renaming the John Rose Minnesota OVAL to the Guidant John Rose Minnesota OVAL BACKGROUND After many years of requests for funding assistance from the State of Minnesota to build the OVAL in 1992 the State contributed $1.9 million due in large part to honor the memory of Roseville resident, State Representative John Rose. In 1993 the John Rose Minnesota OVAL opened. Late spring and early fall start up of 2004 the facility began to experience mechanical challenges that left the facility unable to open with refrigerated ice for the 2004-05 season. Repairs were expected to cost up to $500,000. It became evident that a financial challenge existed for the City of Roseville and the City called upon facility users and user groups to assist. The Guidant Corporation, a worldwide company with a facility in Arden Hills responded to our need. Due to the efforts of the user groups, interested Guidant Corp. employees, the OVAL Task Force and the Friends of the OVAL Foundation (FOF) a proposal was submitted to the Guidant Foundation to assist with the immediate repairs as well as provide additional long term financial sustaining assistance for operating. Ultimately a$1,000,000 pledge was secured by the Friends of the OVAL Foundation (FOF). The first $500,000 has been received and is being allocated for the immediate repairs and enhancements and the second $500,000 is yet to be received and is to be set forth as a matching contribution to be used to create an endowment fund with the interest proceeds to be used for the Roseville Skating Center/OVAL operating expenses. With the support of the family of the late Representative John Rose, the Roseville Parks and Recreation Commission reviewed the proposed name change to the Guidant John Roseville Minnesota OVAL to recognize the substantial financial gift that was given and has unanimously recommended that the name change. The OVAL Task Force report also outlines facility naming rights and suggests it to be a viable and appropriate option.
