City Pay Scale <br />The City Manager recommended that the City establish a pay scale that would approximate 97°/o <br />of Stanton V average and also add pay-for-performance margin of 15% to a limited number of <br />city employees. The total projected cost is $50,000. <br />This item has been before the Council the past several years. The City Manager has asked <br />Human Resources Manager pona Bacon to speak to you in detail about our compensation <br />program at your September 1{�'�' Study Session. We've heard the Council express some <br />criticisms and concems about the overall message sent to employees if the Council were to <br />approve a pay scale based on 97°/o of the Stan��n V average. Bear in mind that our current pay <br />scale pays lr�� than 97°/o of the Stanton V average. We have every reason to believe that our <br />employees will view this new pay scale at 97°/o of the �tanton V average as extremely positive, <br />and an action that is long overdue. With this new pay scale, all employees will receive a clear <br />message that the City will maintain a competitive pay package. <br />With regard to various concerns that have been expressed on a performance-based pay system, <br />we offer two viewpoints. First, a�l compensation plans have the potential for inequity, and by <br />their very nature involve an element of subjectivity. It's no different for performance-based pay <br />systems. The key is to design it in such a fashion that minimizes the potential for inequity, and <br />maximizes objectivity and measurable results. We believe there are models that are currently <br />being used by other cities that we could emulate and build upon. Secondly, performance-based <br />pay systems are designed to create accountability and reward high-performers - employees that <br />are willing to accept responsibility and be held accountable; employees that are innovative, <br />achieve results, and inspire others to work smarter and better. Successful organizations take <br />proactive steps, like performance-based pay systems, to attract and retain high-performing <br />employees. <br />Final Comments <br />Staff will be present at the 9/12/OS Council meeting to answer any further budget inquiries <br />� <br />
