The preliminary levy is certified to <br />the County, wh�n� in turn uses the information to prepare truth-in-taxation notices which are <br />mailed to individual property owners. The Final 2006 levy and budget are scheduled to be <br />adopted in December. Once the preliminary levy is adopted it can be lowered, but not increased. <br />In July of this year, Staff submitted a proposed budget for Council review, along with a separate <br />i�e��zo fi-onl the City Manager which outlined the proposed budget. An initial presentation on the <br />proposed budget was made on July 11, 2005, followed by four budget worlesessions in July and <br />A�tg�ist. <br />2006 Budget Highlights <br />Preparing the 2006 Budget remained challenging on i�tal�y fronts. Despite budgetary cuts in <br />sortle programs in 2003-2005; the City has new expenditures that are coining on-line in 2006 that <br />are placing added strain on available funding sources. <br />The following table identifies all pre-existing obligations that will come on line in 2006. T[:��.�� <br />itams are the result of Council-a�roved decisions made in prior years, andlor reflect the <br />resources necessary to i��ai��tain current service levels.
