City Council Regular Meeting — 08/22/OS <br />DRAFT Minutes - Page 21 <br />approved a resolution requesting a$288,985.00 HRA Tax Levy <br />for 2005, Collectable in 2006, in accordance with State Statue <br />469.033. <br />Ms. Bennett provided a summary of HRA goals and <br />accomplishments in 200412005. <br />Ms. Bennett reviewed both the restricted and non-restricted <br />budget funds and proposed budgets for 2006. Ms. Bennett <br />detailed proposed revenue purposes for the Home and Garden <br />Fair; Multi-family rehabilitation programming; ownership <br />rehabilitation programming; first-time buyer program; <br />neighborhood enhancement program; marketing studies; and <br />general HRA expenditures. <br />Discussion included addition of a �/z time code enforcement <br />employee through contracting for the service, or job-sharing <br />partnership opportunities with other communities (i.e., City of <br />Little Canada); cash balance projections for the year ending <br />2005; and proposed rental income. <br />Ms. Bennett provided a bench handout summarizing what other <br />communities were doing in the rental income code compliance <br />and licensing areas. <br />Discussion included the HRA levy as related to the General <br />Levy; and City Council decision related to hiring a code <br />enforcement position. <br />9. Council Discussion and Direction about Budget Targets Council Discussion <br />Mayor Klausing sought Council comment related to City and �ir�ction <br />Manager Beets' August 22, 2005 memorandumrelated to budget about Budget <br />directionrelated to City Managerrecommendation options. Targets <br />Councilmember Kough opined that, due to the number of retirees <br />in Roseville on fixed incomes, the Council needed to be <br />conservative, particularly with rising energy costs. <br />Councilmember Kough noted that departments were looking to <br />maintain services city-wide, while ensuring staff received <br />adequate compensation. Councilmember Kough was looking at <br />a levy increase of between 7% and $%, holding service standards <br />steady. <br />
