Waste <br />Management through an acquisition has been the City's recycling provider since 1987. <br />We like to believe that we have been a part of the success behind the City or �osevillc'� <br />recycling program. <br />We have reviewed the proposed draft RPF for Caznprehez�sive Recycling Service. <br />Unfortunately after 1$ years of being �z�vo�ved wi��� recycling in Roseville we are deeply <br />concerned that we will not be allowed to continue to be a part of the program. Waste <br />Management as the world's largest recycler cannot ineet the specifications of your draft <br />RFP. <br />Let me explain why we will not b� able to meet your specifications. <br />Recycled Contents Products <br />Page 1� Section 4.35. Recycled Contents Products are defined as "Products or goods, <br />including roadbed or other aggregate products that are openly marketing and 1�aG�e <br />positive value. Recycled content products do not include use of any commodity as <br />landfill cover." <br />Waste Management uses uX�z-ecovera�le glass as an alternative daily cover at its landfills. <br />We believe t��.at alternative daily landfill cover does meet the definition of a Recycled <br />content product and should not specifically be excluded. Daily cover for landfills (which <br />includes virgin soil, sawdust, and reusable tarps) must be purchased by landfills if not <br />readily available and does have a positive value. In fact the State of Minnesota <br />recognizes alternative daily cover as an acceptable reuse and allows material used that <br />way to be considered recycled. <br />Marketing Agreements <br />Page 23 Section 6.03. The draft RFP stipulates that the contraclor shall provide copies of <br />current marketing agreements ai�dlor contracts for all materials; for Primary and <br />Secondary markets for each commodity witk�i�l thirty days of execution of a contract.
