September 13,2005 <br />To: Roseville Council Members <br />From: Eva and Steve Zorn —��� �- �tii��.� f�����;�f <br />Re: Street parking on East Snelling Drive n�rrth �f L�dte <br />Request: Change parking status <br />The purpose of this letter is to apprise you of the public parking situation on East Snelling <br />Drive north of Lydia Ave in Roseville. Currently, parking is permitted on the west side of <br />the street on1y. Northwestern College students (who reside at the college owned apartments <br />south of Lydia) use East Snelling Drive north of Lydia for daily and overnight parking. The <br />cars take up most of the parE�ing space from the stop sign north for about one block. This <br />creates an unfair burden to the residents for the following reasons: <br />(1) Students normally leave their cars on the street for days at a time without moving, <br />which prevents residents' guests from parking on the street. In some cases, <br />residents' guests had to drive one block away to locate parking. <br />(2) Student cars are not moved for several weeks at a time during the middle of the <br />Winter including after snow fa11s of more than two inches. Despite being ticketed by <br />Roseville police, these cars frequently remain on the street. This prevents our streets <br />from being properly plowed in the winter and cleaned in the spring. <br />(3) Residents with larger cars have difficulty backing their cars from the driveway into <br />the street due to the numbers of cars tightly �acked on the west side. <br />(4) The problem continues to get worse not better. It is our understanding that <br />Northwestern College agreed to develop more off street park�ing when they <br />purchased the apartment buildings. However, the previous ove�ow parkiing is no <br />longer available. More and more students are �arizing in residential areas. Some <br />residents have noticed an increase in trash on the boulevard next to student cars. <br />(5) The concerns mentioned above have been communicated to Dr. Cureton —President <br />of Northwestern College. Dr. Curetvn has been sympathetic to our concerns. <br />However, there has been no improvement in the situation. <br />The residents respectfully request that Roseville City Council change the current par�ing <br />status on East Snelling Drive north of Lydia to "two hour parl�ng or 6y permit" or "no <br />overnight parking" to discourage cars from being parked for days at a time. <br />Thank you for your consideration of this important matter. <br />
