REQUEST FOR COUNCIL ACTION <br />DATE: 9/26/OS <br />ITEM: 3.,] <br />Department Approval: Manager Reviewed: Agenda Section: <br />' � - <br />_� <br />{�L - <br />Item Description: Order Feasibility Report for �oselawn Avenue Street Reconstruction project. <br />Background: This proj�ct is a continuation of our ongoing Pavement Management Program. The City's <br />Pavement Mar�a�;ement Program (PMP) began in 1986. At that time, the City was split into 73 <br />neighborhoods, and a two-phase program was initiated. The first phase of the program, approximately the <br />first � 0 years, consisted primarily of street reconstruction. The second phase of the program, which is <br />ongoing, includes some reconstruction, but focuses on major maintenance activities such as mill and overlays. <br />The purpose of the two phase program was to quicicly reduce the number of problem streets within the City <br />to a manageable level, less than 10% of the street system, and to maintain that level by providing major <br />maintenance. The first phase of PMP completed in 1997 was successful in achieving that goal. The second <br />phase consists of: <br />1. Reconstruction of streets not completed in the iirst phase of the program due to condition of the <br />pavement at that time. <br />2. Incorporation of the Ramsey County turnback roads into the program. <br />3. Maintenance of existing permanent streets through milling and overlaying pavements and repair of <br />settled or brolcen concrete curbs. <br />4. Crack sealing and seal coating of existing pavements. <br />Staff is recommending that in 2006 we reconstruct Roselawn Avenue between Snelling Avenue and Harnline <br />Avenue in Neighborhood 58. This project is a joint project with Falcon Heights and will be accomplished <br />with in-house engineering staff. <br />Financial Implications: This is a summary of the estimated costs and financing for this project <br />Special Assessments <br />MSA Funds <br />Total <br />Roseville Falcon Heights <br />$120,000 $10,000 <br />$480,000 $590,000 <br />�n nnn nn $600,000.00 <br />Schedule: The feasibility report will be presented to the Council in early December Public hearings could be <br />held in early January. Staff has held two meetings with the impacted property owners. We anticipate at least <br />two more public meetings before we present the feasibility report to Council. <br />RECOMMENDED COUNCIL ACTION: Adoption of a resolution authorizing the preparation of <br />feasibility studies for the reconstruction of Roselawn Avenue, between Snelling Avenue and Hamlin�. <br />Prepared By: Debra Bloom <br />
