REQUEST FOR COUNCII, ACTION <br />DATE: 09/26/OS <br />ITEM: 7. <br />Department ApprovaL• Manager Reviewed: Agenda Section: <br />.v — , . { — <br />��- - - �- -- — <br />�---- - <br />Item Description: Approval of Joint Powers Agreements for Engineering Services with the <br />Cities of Falcon Heights and Arden Hills <br />Background: <br />Staff discussed the possibility of Roseville providing some engineering services to the cities of <br />Arden Hills and Falcon Heights with the Council at your July work session. We have worked out <br />the details of Joint Powers Agreements to allow for the provision of these services and are asking <br />for Council approval at this time. <br />City staff was approached separately in 2004 by the cities of Arden Hills and Falcon Heights <br />regarding the possibility of Roseville providing some level of engineering services for their <br />communities. We have had several discussions with staff from both cities regarding the level <br />and nature of the services desired. Both communities presently contract all of their engineering <br />needs out to local consultants. While their basic needs are being met by their consultants, their <br />staff, and in the case of Arden Hills, their Council, has a desire to have a staff inember to <br />coordinate engineering projects with consultants and respond to resident concerns and problems <br />relating to public works issues. Arden Hills wishes to have an engineer office in their city hall on <br />a part time basis, Falcon Heights does not. Neither city feels it has the workload to support a <br />full-time staff person on their own and, at this time, possibly less than a full-time staff position <br />combined. They are also limited in ability to hire a part-time position to fill this need. <br />For Roseville to provide the requested services, it will require an additional engineer position <br />being created to accommodate the additional workload. The benefit to each community would <br />he the availability of a full-service engineering department to meet their communities' needs at a <br />cost that is less than the cost of those services as now provided. The benefit to Roseville is this <br />position being available on a part time basis to meet Roseville's engineering needs as well as <br />providing some revenue to offset Roseville's engineering overhead. <br />The new staff position would office in Arden Hills a minimum of three days per week. This <br />person would be available to provide engineering customer service and support to other Arden <br />Hills staff and departments. Other current Roseville staff could also provide occasional <br />engineering support to Arden hills as well. Roseville staff would also provide a full range of <br />engineering services to Falcon Heights as well. <br />Financial Implications: <br />Roseville will bill monthly for services provided on an hourly basis using a 1.9 multiplier times <br />the base hourly rate of the staff inember providing the service.
