plight of the landowner is due to circumstances unique to the property not <br />created by the landowner. <br />C, Tlae variance, if gra�xted, will not alter the essential character of the locality: <br />Properties directly adjacent (north and south) to the Boschee parcel are similar and <br />received a unique land division and subsequent home construction because of a <br />similar very deep lot with step slopes along the east property line. Staff has <br />reviewed the potential impacts such a lot division could create and determined <br />that adequate distance and landscaping will separate the proposed home from <br />existing homes by at least 60 feet, limiting any impacts to adjacent properties. <br />The Community Development Staff has determined that this variance, if <br />granted, will not alter the essential character of the locality, nor adversely <br />affect the public health, safety, or general welfare, of the city or adj acent <br />properties. <br />6.0 RECOMMENDATIONS (Planning Commission and Staf�: <br />6.1 Based on the information provided and the findings in Section 5 of this project report, the <br />Community Development staff recommends approval of the request by Rick Boschee for <br />a 70 foot variance to Section 1004.016 and a 2.5 foot driveway variance from 1004.016 <br />of the Roseville City Code and approval of a Minor Subdivision of 2$08 �.,a�ev�ew <br />Avenue, subject to the following conditions: <br />Minor Subdivision sizes for the two parcels from the large existing parcel at <br />2808 �a�eview Avenue, should meet minimum requirements including: <br />l. Parcel "A" for the existing home 85 feet by 150 feet deep and 12,750 <br />s.f. size. <br />2. Parcel'B" for development of a home with a minimum width <br />adj acent to Lakeview Avenue of 15 feet and an overall size of 23,405 <br />s.f. . <br />b. The applicant must provide the City with a survey of the new parcels with <br />their legal descriptions and illustrating the existing house, the houses on the <br />north and south, and other site improvements. <br />The applicant must provide a five-foot wide utility and drainage easement <br />adj acent to the east line of both parcels and along the j oint property line of <br />the parcel for the existing house with the new lot (as required by the City <br />Engineer). To serve the new flag lot, a private easement across the original <br />house lot area for water service and underground natural gas and electricity <br />may be necessary by the two Boschee parcels — it is a issue that developer <br />must resolve prior it issuance of a building permit. <br />d.
