Mr. Kysylyczyn provided a bench handout entitled, "City of Roseville Property Tax Levy," providing his interpretation actual levies, levies minus aid losses and debt service, and inflation from 2000 to 2006. Councilmember Ihlan spoke in support of a higher Preliminary Budget and Levy amount, with the caveat that the maximum final levy and budget increase she would support would be a maximum of 5%. Mayor Klausing advised, in order to get to five percent 5%, — Councilmembers were going to need to provide proposals, other — than deferrals, use of reserves or non-levy items, to achieve that result. Discussion included legitimate strategies for keeping the levy reduced; and Councilmember Ihlan's dispute with the Council voting in favor of spending public monies to assist private developers (i.e., Twin Lakes Redevelopment).
