Mr. Kysylyczyn advocated reprioritizing <br />spending by making additional reductions; and adhering to <br />suggestions made by Councilmembers Schroeder and Ihlan. <br />Mr. Kysylyczyn provided a bench handout entitled, "City of <br />Roseville Property Tax Levy," providing his interpretation actual <br />levies, levies minus aid losses and debt service, and inflation <br />from 2000 to 2006. <br />Councilmember Ihlan spoke in support of a higher Preliminary <br />Budget and Levy amount, with the caveat that the maximum <br />final levy and budget increase she would support would be a <br />maximum of 5%. <br />Mayor Klausing advised, in order to get to five percent 5%, <br />— Councilmembers were going to need to provide proposals, other <br />— than deferrals, use of reserves or non-levy items, to achieve that <br />result. <br />Discussion included legitimate strategies for keeping the levy <br />reduced; and Councilmember Ihlan's dispute with the Council <br />voting in favor of spending public monies to assist private <br />developers (i.e., Twin Lakes Redevelopment). <br />Councilmember Kough spoke in support of a 5% levy increase; <br />noting he could not support 7.5%. Councilmember Kough <br />encouraged taxpayers to attend the Truth in Taxation hearings in <br />December. <br />— Councilmember Schroeder spoke in opposition to a 7.5% <br />increase; opining the Council needed to look at other options and <br />be creative with proposals and possible solutions. <br />Councilmember Schroeder spoke in support of a 5% levy <br />increase, preferring a 4% levy; noting he would continue to <br />advocate for use of Tax Reduction Funds to accomplish a lower <br />rate. <br />Mayor Klausing spoke in support of a final levy at 5%; <br />advocating specific cuts as required.
