City Council Regular Meeting — 09/12/OS <br />DRAFT Minutes - Page 28 <br />and expenditures; decreases in the ownership rehabilitation <br />program in 2006; inflationary administrative increases; and <br />additional attempts to further reduce the proposed budget prior to <br />final adoption in December. <br />Discussion included partnering opportunities for the rental <br />licensing program with either the Housing Resource Center or <br />the City of Little Canada; housing loan programs offered by the <br />HRA; and benefits in the community �'om HRA programming. <br />— Kough moved, Klausing seconded, adoption of Resolution No. <br />— 10333 entitled, "A Resolution Submitting the Housing and <br />— Redevelopment Authority, in and for the City of Roseville, <br />_ Special Property Tax Levy on Real Estate, to the Ramsey County <br />— Auditor for the Fiscal Year of 2006; in an amount of $288,895. <br />Councilmember Ihlan spoke against the motion, opining that the <br />HRA could do with less and some programming should be <br />moved from the HRA back to the General Fund; and proposed <br />no increase from last year's HRA Levy amount. Councilmember <br />Ihlan noted that she was hoping for policy proposals to review, <br />and was not prepared to authorize more funding for the rental <br />program at this time; urging the City Council to reduce the <br />proposed fund�ng in the fmal Levy. <br />Councilmember Maschka spoke in support of the motion; <br />opining that it was absolutely essential to initiate rental housing <br />inspections. Councilmember Maschka further opined that he <br />didn't anticipate the inspection program would be as expensive <br />as projected; but was adamant on the importance of the <br />program's initiation. Councilmember Maschka opined that the <br />HRA programming needed more review and refinement, and <br />rather than "dropping drops of water into oceans of issues," the <br />Council needed to establish housing priorities in 2006 to <br />determine what they wanted to accomplish and what they could <br />in reality accomplish to get the most effective use of monies. <br />Councilmember Schroeder spoke in support of the motion, <br />expressing pride in the accomplishments to-date of the HRA and <br />their cautious and professional analysis and recommendations. <br />Councilmember Schroeder opined that he could support a larger <br />
