City Council Study Session — 09/19/OS <br />DRAFT Minutes - Page 16 <br />proceed with Council direction for whichever option if any. <br />Further discussion included the volunteer status of part-time <br />firefighters; their employment relationship; and other broad <br />philosophical questions. <br />Councilmember Ihlan requested that Ms. Bacon prepare and <br />provide a trajectory to determine budget impacts over the next <br />few years of implementation. <br />Councilmember Schroeder requested additional time for further <br />reflection, and expressed concern with the exceptional employee <br />merit pay portion of the proposed plan. <br />Councilmember Schroeder requested from staff a total <br />breakdown, full implementation procedures proposed; and how <br />procedures would be in place to make the plan fair and equitable <br />for everyone. <br />Councilmember Ihlan opined her support of the recommended <br />� plan, provided a similar wage increase was in place for <br />firefighters, while keeping the levy at 5% or less. <br />Council Pay and Benefits <br />Ms. Bacon reviewed Minnesota State Statute 415.11 regarding <br />procedures for Council compensation and modification. Ms. <br />Bacon reviewed current City ordinance 103.03 for Mayor and <br />City Council compensation; study outcomes; and staff <br />recommendations. <br />Discussion included insurance benefits for Councilmembers; and <br />travel stipends. <br />Councilmember Ihlan spoke against increasing Council wages or <br />benefits at this time. <br />Councilmembers Schroeder and Kough concurred. <br />Mayor Klausing recognized several firefighters in the audience <br />wanting to address the City Council. <br />
