Qwasso Blvd Earthwork <br />DATE: 10/10/05 <br />ITEM NO.: 3.g <br />Agenda Section: <br />Consent <br />Background: On August 8,2005, the City Council approved the plans and specifications for <br />the S. Qwasso Boulevard reconstruction project. Because of approval timing, we have broken <br />the project into three segments. <br />S. Owasso Boulevard Earthwork (Realignment Surcharge)- This contract consists of <br />the earthwork necessary for the realignment of S. Owasso Boulevard between Matiida and <br />Galtier. The contract includes tree removal, minor pipe work, and the placement of the <br />s�bgrade for the new street alignment. No streets will be closed to complete this work. To <br />prepare the existing soil for the new street, we need to surcharge the existing soils; for the <br />surcharge to work, we need to have it in place for 4 to 6 months. We solicited bids for this <br />portion of the project in September and opened bids on Wednesday, October 5,2005. Based <br />on the bids received, staff recommends awarding the work for this segment of the project. <br />S. OwassQ Boulevard Reconstruction- between Rice Street and Dale Street: This is a <br />Municipal state Aid street, and as such we require state aid approval of the plans. We <br />provided the preliminary plans to the State for review in late August. We anticipate bidding <br />this portion of the project early next year for a construction start in May 2006. <br />Ladyslipper Park Water Quality Improvements- We require review and approval from <br />the Army Corps of Engineers, the Mn Department of Natural Resources, the Mn Pollution <br />Control Agency, Ramsey Conservation District, and the Board of Water and soil resources to <br />proceed with the pond construction. We have started the permitting process with these <br />wetland regulatory agencies regarding our plan to excavate water quality ponds within the <br />Ladyslipper Park wetland. Construction of this portion of the project cannot proceed until <br />the street realignment is completed. We anticipate that this portion of the project will be bid <br />with the road project and under construction next summer. <br />Policy objectives: Based on past practice, the City Council has awarded the contract to the lowest <br />responsible bidder. In the case of S. Owasso Blvd Earthwork, the lowest bidderis Jay Brothers, Inc., <br />of Forest Lake, Minnesota. <br />
